The changes between TiddlyWiki v2.8.0 and v2.8.1 correct several issues introduced with the new ~HTML5 "download" saving:

Critical fix to get TiddlyWiki 2.8.0 working on IE 6 and 7 (and 8)

IE8 and earlier do not define 'doctype' value, causing a "failure to load" problem during startup. recreateOriginal() now checks for a valid doctype value to avoid the error.

International characters corrupted by ~TW280 'download saving' in Firefox

Firefox does some additional processing of "~URL-encoded" content that results in incorrect saving of international characters. Content for download is now "base64-encoded" to prevent unwanted extra processing by Firefox.

Fallback manual download saving in ~TW280 displays two messages

Manual download saving displays a message ("RIGHT CLICK HERE to download...") as intended. However, an extra message related to automatic ~HTML5-based download saving is then displayed immediately following the first message. The extra message is no longer displayed.

    tiddlywiki.com gives a Java warning

A change to the window.allowSave() test function in ~TW280 resulted in incorrect calculation of the 'readOnly' and 'useJavaSaver' flags at startup, resulting in an errant Java warning message when the document is viewed online. A new test function, window.isLocal(), is now used to correctly calulate the startup flags.
